Dr. (Mrs.) Philomina Araba Sam is the Head of Finance at the Institute for Educational Planning and Administration (IEPA), a UNESCO Category II Centre of Excellence at the University of Cape Coast (UCC), Ghana. Erstwhile, Dr. (Mrs.) Sam was the Head of the Budget and Treasury Section of the Directorate of Finance, University of Cape Coast.

Dr. (Mrs.) Philomina Araba Sam holds a bachelor’s degree in Management Studies from the University of Cape Coast, a Master of Philosophy (Finance) from the University of Ghana, Legon and a Doctor of Philosophy degree in Business Administration from the University of Cape Coast. 

Dr. (Mrs.) Philomina Araba Sam is a Fellow Chartered Accountant and a Tax Practitioner. She is a member of the Institute of Chartered Accountants, Ghana and the Chartered Institute of Taxation, Ghana. She also holds a Post Chartered Diploma in Treasury and Risk Management.

Dr. (Mrs.) Philomina Araba Sam is also the Managing Partner of Phimanuel and Associates, an Accounting and Auditing firm in Cape Coast, Central Region. She volunteers her professional expertise to promote best practices in the Accounting profession.

She is a member of the Cape Coast Metropolitan Assembly (CCMA) Audit Committee as a representative of the Institute of Chartered Accountants-Ghana. She is a proud old girl of Ghana National College, Cape Coast and a UNIJOSA.
