Mrs. Philomina Araba Sam is the Accountant at the Institute for Educational Planning and Administration (IEPA), a UNESCO Category II Centre of Excellence at the University of Cape Coast (UCC), Ghana. 

Prior to joining the IEPA, Mrs. Sam was the Head of the Budget Unit at the University of Cape Coast.
Mrs. Philomina Araba Sam holds a bachelor’s degree in Management Studies from the University of Cape Coast and a Master of Philosophy (Finance) from the University of Ghana, Legon. 
Mrs Philomina Araba Sam is a Chartered Accountant, a Tax Practitioner and a member of The Institute of Chartered Accountants, Ghana. Also, she is a member of the Chartered Institute of Taxation, Ghana. She also holds a Post Chartered Diploma in Treasury and Risk Management
Mrs. Philomina Araba Sam currently is also the Managing Partner of Phimanuel and Associates, an Accounting and Auditing firm in Cape Coast, Central Region. 
She volunteers her professional expertise to promote best practices in the Accounting profession. She chairs the Audit Committee of Twifo Praso District Hospital and also a member of Komenda Edina Eguafo Abirem (KEEA) Municipal Assembly Audit Committee as representative of The Institute of Chartered Accountants-Ghana. 
 Mrs. Araba Sam loves teaching and is a part-time tutor in business related courses with the College of Distance Education of the University of Cape Coast. She is a proud Old Girl of Ghana National College, Cape Coast.
